Students’ low learning outcomes reflect on the quality of education system and their teachers. Some of the key issues related to the quality of existing teachers stem from the systematic gaps like politicized recruitment, insufficient resources for CPD, and absence of a robust quality assurance mechanism.

Based on the premise that students’ learning outcomes are closely associated with the quality of teaching and governance, the need for capacity building of teachers and quality assurance was stipulated in The New Deal. Under this component, Punjab Education Professional Standards Council will initiate a teacher certification regime. This will set accreditation and licensing standards for teachers that will be phased in through a contextually relevant strategy.

This policy initiative will formulate a system which rewards excellent practice, attracts high achievers to the profession, and sustains motivated teachers.

The benefits of teacher licensing include increased assurance and confidence of parents and students in the teachers’ knowledge, skills, professionalism and training.
