Currently, assessment is equated with formal tests or exams that are graded and have implications for student promotion. Through APF (Assessment Policy Framework),we aim to redefine assessment as a whole-system process through which feedback is obtained on student and teacher performance.

APF 2019 is based on the key principle of the formative assessment which encourage learning at all school levels. Under APF, PEC exams of Grade 5 and 8 are being phased out and replaced with schools-based assessment. Such assessment will be in-class, low-stake teacher-led assessment to monitor student performance and will not be used to rank children or hold them back in primary years.
